Quick install instructions:

tar zxf xskat-4.0.tar.gz
cd xskat-4.0
./configure
make
./xskat
make install install.man (as root)
or for the RPM:
rpm -i xskat-4.0-1.i386.rpm
/usr/X11R6/bin/xskat
